The Health and Safety Executive have issued an Operational Circular No OC200/30

which clearly sets out the level of stability required from a ladder. They have also confirmed that “footing” a ladder is “a means of last resort” for securing a ladder.

 

Ladders complying with the stability requirements of the circular can be safely used for “one man” operation
